Das Bundeskabinett hat am Freitag Eckpunkte für ein Bundesprogramm "Überbrückungshilfe für kleine und mittelständische Unternehmen, die ihren Geschäftsbetrieb im Zuge der Corona-Krise ganz oder zu wesentlichen Teilen einstellen müssen" beschlossen. Hier finden Sie die wichtigsten Fragen und Antworten:
Wer kann beantragen?
Kleine und mittelständische Unternehmen und Organisationen aus allen Wirtschaftsbereichen, soweit sie sich nicht für den Wirtschaftsstabilisierungsfonds qualifizieren, Soloselbstständige, selbstständige Angehörige der Freien Berufe im Haupterwerb, gemeinnützige Unternehmen und Organisationen, die dauerhaft wirtschaftlich am Markt tätig sind.
Welche Voraussetzungen gibt es für die Beantragung?
Voraussetzung ist eine Einstellung der Geschäftstätigkeit vollständig oder zu wesentlichen Teilen in Folge der Corona-Pandemie. Das wird angenommen, wenn der Umsatz in den Monaten April und Mai 2020 zusammengenommen um mindestens 60 Prozent gegenüber April und Mai 2019 eingebrochen ist.
Bei Unternehmen, die nach April 2019 gegründet worden sind, sind statt der Monate April und Mai 2019 die Monate November und Dezember 2019 zum Vergleich heranzuziehen.
Der Antragsteller darf sich am 31. Dezember 2019 gemäß EU-Definition nicht in Schwierigkeiten befunden haben.
Wie hoch ist die Förderung?
Die Überbrückungshilfe ist ein Zuschussprogramm mit einer Laufzeit von drei Monaten. Die Förderung betriftt die Monate Juni, Juli und August 2020. Die Überbrückungshilfe gewährt in diesem Zeitraum einen nicht-rückzahlbaren Zuschuss in Höhe von: - 80 Prozent der Fixkosten bei mehr als 70 Prozent Umsatzeinbruch
- 50 Prozent bei Einbruch zwischen 50 und 70 Prozent
- 40 Prozent bei Einbruch zwischen 40 und unter 50 Prozent
Liegt der Umsatz in einem Fördermonat bei wenigstens 60 Prozent des Umsatzes des Vorjahresmonats, entfällt die Überbrückungshilfe anteilig für den jeweiligen Fördermonat.
Zudem gilt:- Die maximale Förderung beträgt 150.000 Euro für drei Monate.
- Bei Unternehmen bis zu fünf Beschäftigten beträgt der maximale Erstattungsbetrag 9.000 Euro für drei Monate.
- Bei Unternehmen bis zu zehn Beschäftigten beträgt der maximale Erstattungsbetrag 15.000 Euro für drei Monate.
- In begründeten Ausnahmefällen – Kleinunternehmen mit sehr hohen Fixkosten – können diese Höchstbeträge überschritten werden.
Wie laufen die Antragstellung und die Abrechnung ab?
Es handelt sich um ein digitales, zweistufiges Antragsverfahren durch Steuerberater oder Wirtschaftsprüfer. Zuständig für die Durchführung sind die Länder.- Stufe 1: Glaubhaftmachung der Antragsvoraussetzungen und der erstattungsfähigen Fixkosten,
- Stufe 2: nachträglicher Nachweis - nach Programmende findet eine Soll-Ist-Abrechnung statt. Bei Abweichung der tatsächlichen Umsätze von der Prognose sind zu viel gezahlte Zuschüsse zurückzuzahlen oder werden nachträglich aufgestockt.
Was ist der Unterschied zu den bereits bestehenden Soforthilfen?
Die Förderung des neuen Programms ist deutlich höher als bei der Soforthilfe. Gemeinnützige Unternehmen und Organisationen, die dauerhaft wirtschaftlich am Markt tätig sind, können auch einen Antrag stellen. Es können von Juni bis August je nach Umsatzausfall bis zu 150.000 Euro an betrieblichen Fixkosten erstattet werden. Dafür sind die Anforderungen bei Antragstellung und Abrechnung erhöht. Ein Steuerberater oder Wirtschaftsprüfer muss Umsatzausfälle und die betrieblichen Fixkosten bestätigen.
Wie hoch ist das Volumen des neuen Bundesprogramms?
Das Volumen der Überbrückungshilfen liegt bei maximal 25 Mrd. Euro.

Students recruitment in the COVID-19 pandemic is a common challenge for theatre programs all over the world. The session will focus on the ways of retaining current students and recruiting future students.
Session 4 - OISTAT Education Happy Hour
Although we live in uncertainty, OISTAT keeps providing platforms to connect worldwide theatre communities. Bring a cup of coffee/ tea/ beer or your favorite drink, have a causal chat with theatre-makers from other countries.
Session 5 - Social Distancing & Other Health Concerns for Productions
How does social distancing apply to theatre and live performances? How to produce socially distanced or online performances? The session will provide you some thoughts on how to keep theatre “alive” during the pandemic.
